The National Weather Service issued a Red Flag Warning for Southern California, effective from 6 AM on October 15 until 8 PM on October 17. This warning coincides with the season's first Santa Ana winds, bringing mountain gusts up to 70 to 75 miles per hour, single-digit relative humidity, and temperatures in the 80s and 90s Fahrenheit, according to Sing Tao Daily.

Multiple brush fires broke out across Los Angeles and Ventura counties on October 15. The "Peak Fire" in Azusa, near San Gabriel Canyon Road, started around 1:15 PM and quickly grew from half an acre to 50 to 60 acres within 30 minutes. Los Angeles County Fire Department Chief Anthony Marrone stated that the fire threatened homes in the Foxtail Court area, prompting mandatory evacuations. A temporary shelter was established at the Azusa Memorial Park North Recreation Center.

Other incidents included a 1-acre brush fire on La Tuna Canyon Road in Tujunga, which Los Angeles City Fire Department Chief Jaime Moore confirmed was controlled by 1:23 PM with no structures threatened. Ventura County saw the "Cornell Fire" in Santa Paula and a smaller fire in Fillmore. The "Henderson Fire" at Camp Pendleton in San Diego County burned 1,116 acres and was visible from Interstate 5, according to Sing Tao Daily.

Southern California Edison (SCE) indicated that approximately 224,500 households in Los Angeles and Ventura counties might face precautionary power outages. The Red Flag Warning covers the Santa Monica Mountains, San Gabriel Mountains, areas along the I-5 Freeway, and the foothills of the Antelope Valley. The National Weather Service forecasts northeast to easterly winds of 20 to 40 miles per hour, with gusts of 50 to 70 miles per hour, and relative humidity potentially dropping to 8% to 20%.

Local fire departments have increased staffing and resources. The Los Angeles City Fire Department implemented Red Flag parking restrictions starting October 15 for at least 48 hours in very high fire hazard zones to ensure emergency vehicle access. The Los Angeles County Fire Department required all firefighters to be on call and increased staffing to four firefighters per fire engine. CAL FIRE deployed three fire strike teams, totaling 15 fire engines, in Los Angeles County.
